Iraq's militia problem
Article Abstract:
Disarmament, demobilization and reintegration (DDR) efforts of the United States in Iraq failed due to the absence of a comprehensive political settlement implemented before the militia disarmament process began. The exclusion of a neutral arbiter like the United Nations, and DDR efforts undertaken when the elected government was not fully accepted led to inadequate security measures resulting in and heightening the civil conflict in Iraq.
