NATO's 'Humanitarian War' over Kosovo
Article Abstract:
The NATO bombing campaign against the Federal Republic of Yugoslavia (FRY) was the first sustained use of armed forces by NATO in its 50 year existence, amongst other claims to uniqueness. Some of the difficult questions arising from the campaign are addressed, such as why NATO used force and whether it was legitimate, the reliance on air power, the factors leading to the settlement and lessons learnt about international decision-making on the use of force.

From San Francisco to Sarajevo: the UN and the use of force
Article Abstract:
The use of force by the UN as part of its peacekeeping operations has proved to be ineffective and needs re-examination. There is a need to evolve a conceptual framework for restricted use of armed forces to allow the UN, its members or regional alliances to transgress the mandate of peacekeeping operations in some cases. Proposals which call for a standing UN force or rapid-reaction capability should be considered favorably.
