Nunn-Lugar's mid-life crisis

Article Abstract:

The Cooperative Threat Reduction (CTR) program sponsored by Senators Sam Nunn and Richard Lugar has aided in the facilitation of the denuclearization process in the former Soviet Union. For a relatively small sum, the program has likewise supported control of nuclear materials and provided a symbolically important tool for US strategic engagement with Russia. However, the US must continue supporting CTR despite the threats being posed on its effectiveness by bureaucratic machinations and legislative games in Washington and the Newly Independent States.

Sovereignty - myth of reality?

Article Abstract:

The concept of 'sovereignty' is analyzed in terms of its contribution to contemporary political debate both nationally and internationally. In the case of the UK, it can be said that its national sovereignty is a reality given the fact that it possesses the plenitude of power which rests on the Crown in Parliament. Internationally, however, British sovereignty appears to be a myth. While it has the power to pass laws contrary to its international obligations, these laws can only be enforced within the country.

Caudillos and the crisis of the Colombian state: Fragmented sovereignty, the war system and the privatization of counterinsurgency in Colombia

Article Abstract:

The counterinsurgency in Columbia is not the typical military instrument of the state, but rather a private instrument of class articulation and socioeconomic and political transformation beyond the state. The compulsory negotiation of the state of Colombia with regional caudillos have deepened the political crisis in the state and accentuated its fragmented sovereignty and the war system.
