Papua New Guinea at thirty: Late decolonisation and the political economy of nation-building
Article Abstract:
Nation-building in Papua New Guinea (PNG) has been problematic from the outset, with a linguistically diverse population and no significant nationalist sentiment or structures on which to build. Slowing growth, increased unemployment, rising crime rates and the apparent inability of the PNG state to reverse these trends led Canberra to force the PNG government to accept an 'Enhanced Cooperation Program' to shore up the PNG state and reverse its predicted demise.

Defining morality: DFID and the Great Lakes
Article Abstract:
A study that examines the work of the UK government's Department for International Development (DFID) in the Great Lakes region of central Africa is discussed. It traces the formulation of policy and compares it with DFID's operations in Rwanda and the Democratic Republic of Congo from 1997 to 2001 and concludes that its new humanitarianism offers little new, and the spoken poverty agenda is misleading.
