The Rambouillet conference on Kosovo
Article Abstract:
Rambouillet, France, was the site of an international conference convened by the Contact Group to help resolve the crisis in Kosovo, Yugoslavia. The conference, which took place in Feb 1999, sought to revalidate the right of Kosovo to autonomous governance under international protection. It also aimed to protect the human rights of ethnic Albanians being persecuted by Serbs in the Yugoslavian territory. The negotiations, which were backed by the threat of force, led Yugoslavia into a position of confrontation with NATO, which has since argued that the humanitarian emergency justifies military action.

The arrest of the dictator Augusto Pinochet has served as a reflection of the state of the international constitutional system. The relevance of classical views based on state sovereignty and legal positivism have declined considerably. The powers and functions of the state are definitely regulated by the international legal system. International law stipulates that all states enjoy a legal entitlement to exercise jurisdiction in relation to offenders who are unable to claim the benefit of sovereign immunity.

Russia's several seats at the table
Article Abstract:
Some observers believe that NATO enlargement has had a negative impact on Russia, which could have significant international repercussions. However, others believe that NATO enlargement is more likely to prevent than cause serious confrontation with Russia. The most serious danger is not that of excluding Russia. Indeed, it is possible to argue that Russia is not excluded. Rather, the most serious danger lies in US power seeping out of Europe before true European political integration has been established.
