The two faces of Saudi Arabia

Article Abstract:

The Saudi Arabian regime has been successful in its foreign diplomatic efforts but has remained unsuccessful in creating national integration amongst the tribes and sects. The regime can minimize the threat it perceives from Shi'ites in Iran, by improving the social and political conditions for Shi'ites at home for which it needs to confront the Wahhabi clerical establishment but so far the regime has only engaged in symbolic regional diplomacy.
