Ameliorating environmental racism: a citizens' guide to combatting the discriminatory siting of toxic waste dumps
Article Abstract:
There are different legal remedies that racial communities may pursue to prevent the development of new toxic waste sites in their locale if they already have too many sites for racial equality. Such siting constitutes racial discrimination analogous to any municipal service, and remedies exist in common law, state law or constitutional law. Unfortunately, a federal case based upon equal protection of the 14th Amendment would probably not succeed in the present federal courts, so state laws are the better approach.

The United States's failure to establish a high-level nuclear waste storage facility is threatening its ability to effectively support nuclear nonproliferation
Article Abstract:
The US should lead nations with nuclear capabilities by creating a safe high-level nuclear waste storage facility. The US developed nuclear power and should be the leader in nonproliferation and disposal. Helping with other nations' waste problems is necessary and just. A site at Yucca Mountain, Nevada should be developed regardless of the state of Nevada's protestations.

Combatting Russian organized crime: Russia's fledgling jury system on trial
Article Abstract:
The limited use of juries in Russian trials involving organized criminal behavior is discussed. Issues include obstacles to conducing jury trials in organized crime cases, prospects for expanding such trials in the future, and suggestions for improving the Russian jury trial system.
