Jenny Bacon, the UK Health and Safety Executive's (HSE) Director General, announced a one-third cut in the number of inspections in an effort to move the agency towards self-regulation. Bacon, in announcing the policy on Mar 28, 1996, said the HSE policy will balance commercial interests with compliance requirements. According to Bacon, the four principles held by the HSE include inspections of every firm, formal action for gross violations, referral of evidence in work-related death cases, and pushing for proper penalties for offenders.

EC legislative state of play
Article Abstract:
A table depicts the status of EC health and safety legislation, as well as the impact of implementation in the UK. While the UK's Dept of Trade and Industry implemented the protective equipment Directive in 1996 and plans to act on the dangerous substances Directives in 1997, the implementation of the Young Workers and Working Time Directives was delayed. The procedural steps in formulating EC safety legislation are also described.
