Private prisons in perspective: some conceptual issues
Article Abstract:
Some conceptual issues related to operating private prisons are examined. Cost effectiveness is usually the issue debated when privatization of prisons comes up. Ethics, symbolism, motivation and accountability often are not considered. There are problems in separating determination of punishment from its administration and with adoption of the free-market model for human services provision. Corporate ethics and organizational accountability should be considered, as should the symbolic message of privatization. Utilitarian concerns should not be foremost. The ends do not always justify the means.

Drug control in prisons
Article Abstract:
A practical and strong drug control program involving urine testing, cell searches, and prisoner monitoring, needs to be implemented by the UK prison system. The complexity of the prison system as well as conflicting approaches to drug control has made establishing a single drug control strategy difficult within prison administrations. Greater cooperation within various administrations as well as simultaneous implementation of several control strategies may better serve both prison officials and prisoners.

Prisons in Eastern Europe: some reflections on prison reform in Romania
Article Abstract:
The prisons in Eastern European countries underwent some changes following the break-up of the former Soviet Union. Although there was an immediate drop in the prison population, it increased significantly a few years later. Between Eastern European countries, there were wide differences in staffing, with some countries having a much greater prisoner-to-staff ratio than others. Prison reform in Romania following the revolution also is discussed.
