Beyond litigation: new approaches to federal labor relations - let's give change a chance
Article Abstract:
The Federal Labor Relations Authority (FLRA), in its efforts to take labor management programs beyond litigation, has initiated efforts to offer information, assessment and training. Informational brochures and structured or self-directed assessment of labor management relations can help single out areas that need attention. FLRA sponsored conferences and seminars can help avoid unfair labor practices or other infringement of the law. Though change is likely to take time it will be a more constructive approach than the current reliance on litigation.

Article Abstract:
The article argues that the tendency toward both adversarial and cooperative relations has characterized collective bargaining in the 1990s, with the drive to contain unionism also entering in. The adversarial element is likely to remain dominant, with intense competitive pressure leading management to continue forcing its agenda and unions countering out of concern about the fairness of the new arrangements.
