Article Abstract:
Tajikistan presents a picture of a nascent state in the midst of a deadly civil conflict. Ethnic rivalry for power prompted a civil war in 1992 and the protracted strife has heightened international concerns for the state's disintegration. Besides, the Afghan problem impinges on Tajikistan's internal polity adding to the volatile situation. The collapse of the Russian economy and domestic institutions are furthering the tilt towards fragmentation. The US policy on Tajikistan should address these internal and external elements while encouraging long-term political and economic reforms.

Can shaming punishments educate?
Article Abstract:
Shaming penalties derived from the 'eye for an eye' or lex talionis principle of punishment, could provide the criminal justice system with punishment choices beyond incarceration or probation. Such creative approaches combine expressive and justificatory punishments and morally educate wrongdoers of the harm they caused. Shaming penalities educate offenders of the harm they caused through the public display of punishment and the penalties reduce law enforcement costs since punishment does not involve continuous state supervision.
