Commentary: EU energy policy
Article Abstract:
Energy has played an important part in the European Union's (EU) construction industry since 1951. The latest development in the EU's energy strategy is the adoption in December 1996 of a directive concerning rules for a single market and market integration. The electricity directive is to be followed by a gas directive, while work is continuing on environmental issues, including energy savings by domestic consumers. However, there is no effective common strategy to tackle global warming.

Internal market and sectoral issues
Article Abstract:
There has been a reduction in the proportion of European Union (EU) directives that have not achieved implementation in all the countries that are members of the EU. There has been particularly good progress in Belgium and Germany, while little progress has been seen in Greece, Italy and Portugal. Finland has performed especially well, despite being a recent member of the EU. Intellectual property, transportation and telecoms are three areas where there are particular problems.

The EuroKartellamt: a guardian without weapons?
Article Abstract:
A European Cartel Office would not provide a suitable mechanism to regulate European Union competition law because it cannot represent each member state without absolute objectivity. Its activities would be unable to deal with matters spanning the entire European Union despite Germany's assertions to the contrary. Competition law enforcement would be better served by making improvements to the systems which are currently in place.
