Contractual issues
Article Abstract:
UK employees' holiday pay is generally determined by their employment contracts, since the law provides no automatic right to paid time off or to accrued holiday pay. Contract clauses on holiday pay can be either implied or express provisions, although all employees are entitled to a written statement of holiday and other policies within 60 days of their start date. Under the European Community Time Directive, employees should receive three weeks paid time off beginning in Nov 1996 and four weeks beginning in Nov 1999. Employers face penalties for unlawful holiday pay deductions.

Discussion on worker information and consultation
Article Abstract:
A European Commission document proposes to establish employees' rights to consultations with management on decisions affecting them. The Commission believes existing such informational guarantees are weak in the various member states and a Community instrument is needed to set minimum standards. Consultation regarding transfers and layoffs would become a basic social right under the voluntary framework proposed by the document.
