Recent E.C. directives level playing field; U.S. companies can benefit from the new rules on public bidding
Article Abstract:
The EC procurement directives try to give non-EC companies greater access to markets. Until the directives, most EC members subsidized domestic industries with public funds and awarded most contracts to favored domestic companies. The EC Commission realized that European union could only happen if such nationalistic practices stopped. Thus, the directives require community-wide tenders for contracts and the use of common technical specifications. The EC Commission has powers of enforcement.
