"Democracy in free fall": the use of ballot initiatives to dismantle state-sponsored affirmative action programs
Article Abstract:
The author discusses the use of ballot initiatives to eliminate affirmative action programs sponsored by state governments, particularly those successful in California and Washington state in the late 1990s. The philosophy and practicalities of affirmative action and initiatives are discussed before the author concludes that initiatives are an inappropriate means to reform affirmative action law or policies.

The qui tam provision of the False Claims Act: Congressional missile or a net full of holes?
Article Abstract:
The author analyzes the effectiveness of the provision of the False Claims Act allowing citizens to sue contractors on behalf of the government for false or excessive claims. Modifications in the qui tam provision are suggested.
