Employer-union cooperation during the initial stages of plant development: legal impediments and a proposal for change
Article Abstract:
Cooperation between labor unions and employers during plant development should be encouraged, but existing labor laws impede such cooperation. The laws attempt to preserve the employees' right to freely choose union representation by prohibiting premature recognition of unions, pre-hire agreements and similar measures. To promote beneficial employer-union cooperation during plant development, negotiation of a proposed collective bargaining agreement should be permitted before employees are hired, with an election after six months to determine whether the existing union representation should continue.

The regulation of foreign securities: a proposal to amend the reconciliation requirement and increase the strength of domestic markets
Article Abstract:
The US Securities and Exchange Commission should pursue international harmonization of accounting standards and also encourage more agreements like the Multijurisdictional Disclosure System with Canada. Current US law requires that financial statements of foreign issuers must be reconciled with US generally accepted accounting principles. This reconciliation requirement tends to discourage foreign issuers from offering securities in the US. Although some steps have been taken to mitigate the problem, a more progressive approach would enhance US leadership in international financial markets.

Legal ethics: art of theory?
Article Abstract:
The author examines the question of whether legal ethics can be regarded as having a theory. He concludes that it does not. In that sense, it is more like art, relying on experience and application in order for one to learn it.
