Article Abstract:
Negotiations for a new agreement between the EU and its 71 partners in the Africa-Caribbean-pacific group of countries are due to open. This will be based on regional free trade agreements instead of the current uniform trade and aid structure. The European Commission is continuing to seek US support for plans to set up a new transatlantic marketplace, but there are still ongoing disputes, particularly with regard to the EU's banana import regime. The World Trade Organization's meeting has given the go ahead to preparations for the launch of talks on global trade liberalization.

The Commission is increasing its surveillance of the impact of the Asian financial crisis on the European economy, and believes that the negative effects can be contained by both domestic and international action. It is seeking the backing of the UK presidency to negotiate on trade and investment agreements between the EU and the US and is calling on Russia to open its market to products from Europe. Plans have also been announced to adjust trade with the poorer areas by introducing free-trade pacts to replace preferential trade agreements.

Proposals from Sir Leon Brittan and the European Commission for a new transatlantic marketplace (NTM) have bee vetoed by France who are reluctant to make more trade concessions to the Americans. The EU is now focusing on ways to defuse tensions arising from the Helms-Burton trade restrictions act. The EU continues to be criticised by the US over what is considered negative policy toward Turkey. The EU has reclassified Russia and China as market economies and has called for a debate on facilitating electronic commerce on the Internet.
