Federal cuts will isolate rural poor

Article Abstract:

Likely federal cuts in and restrictions on the Legal Services Corp (LSC) will fall disproportionately on the rural poor. The urban poor, while affected, will still have some legal services, but many rural offices will close, robbing the poor of equal legal representation and access to the courts. Similar cuts in 1981 had a disastrous effect, and those proposed for 1996, together with the restrictions, will stop the LSC from replicating its past successes. Only the federal government can supply the necessary resources to preserve equality.

Article Abstract:

Efforts to establish a standardized, non-copyrightable system of case citation are advancing, with both the American Assn of Law Libraries and the American Bar Assn considering proposals. West Publishing remains the chief opponent of the reform measures, while opponents' objections range from the delayed availability of opinions that a vendor- and media-neutral system might create to possible harm to lawyers' reasoning skills if cites are made to paragraphs rather than pages.
