Fishing for markets: regulation and ocean fishing
Article Abstract:
The problems posed by the lack of property rights in the seas discourage fishermen from investing to enhance their ocean productivity. Government can solve these problems by introducing the concept of private property in the form of individual transferable quotas (ITQs). ITQs will give owners the right to a percentage of allowable catch for a particular fishery and therefore, have a financial stake in its health and productivity. These ITQs are considered owned by their holder, are tradeable and can be used as collateral for loans.

Article Abstract:
Campaign regulations in the US are discussed with the aim of instituting reforms. Among the reforms proposed involve changes in the electoral campaign rules to ensure that candidates have equal time and reasonable access to media. Proposed changes in the campaign financing system involve public disclosure of campaign expenditures and regulation of the amount of election expenditures. The existence of multiple campaign competitions is conducive to electoral reforms.
