Article Abstract:
The US Environmental Protection Agency (EPA) is emphasizing partnerships with industry and with the public to follow a more flexible, common-sense method of protecting the environment, both domestically and internationally. The EPA is also sharing its experience with nonregulatory programs with other countries. The EPA is participating in a program to promote cleaner production processes within the Asia-Pacific Economic Cooperation (APEC) and has launched the Regional Environment Center in Budapest, Hungary. The Commission for Environmental Cooperation established under NAFTA has created a mechanism for regional cooperation involving Canada, Mexico and the US.

Can Congress close off the circle of poison?
Article Abstract:
Senator Patrick Leahy's Circle of Poison Act would close a loophole in US law allowing the manufacture and export of pesticides banned or not yet approved by the EPA and their reentry into the country in the form of residue on produce imports. In view of the volume of agricultural imports, less than 2% of imported produce is tested for pesticide contamination by the FDA. One of the most controversial parts of the act would forbid the export of pesticides lacking EPA registration. Even the EPA does not know how many pesticides are unregistered and made only for export.
