Getting beyond the managed care backlash
Article Abstract:
Proposed regulatory solutions to problems arising from concerns about the quality and restrictions on managed health care may prove to be detrimental instead. There are suggestions to compel health care providers to give certain services or to gather and provide specific data about their services. However, these bills may only serve to exact more special-interest benefits, further politicize complicated health care decisions, increase costs, limit the choices and cut down on private insurance coverage levels.

State mandates on private insurance
Article Abstract:
State mandated benefits constitute a major category of insurance regulation and can have undesirable effects on the provision of health insurance. Eliminating mandated benefits for private insurance plans would lower costs for most small firms since mandates may increase a firm's costs of offering group health insurance and consequently hiring costs. One such mandate proving to be most burdensome for small firms is the continuation-of-coverage requirement for terminated workers.

Health insurance: the consequences of COBRA
Article Abstract:
The Health Insurance Portability and Accountability Act of 1996 (HIPAA) is similar to that of Consolidated Omnibus Budget Reconciliation Act (COBRA) that its consequences may be predicted as adverse if allowed to continue unchallenged. There are alternative approaches to health insurance portability that spreads costs more equitably than COBRA or HIPAA that the government should consider.
