Labor and employment law developments in privatization - 1997
Article Abstract:
The year 1997's labor law developments in privatization can be divided between National Labor Relations Board (NLRB) and court cases and efforts at legislative reform. NLRB decisions show public sector unions' worry that privatization saves money by lowering salaries and reducing benefits and that this is often achieved by deunionizing. If privatization occurs largely to deunionize, a union's demand for continued recognition during privatization may make it a less attractive option. Privatization is sure to have negative impacts on public employees' jobs and on public services.

Privatization and the public good
Article Abstract:
Privatization of some government services leads to cost savings from private sector incentives for management to increase efficiency and decrease waste and from paying market-level salaries rather than salary and benefit packages increased by politics and pressure by public employees. Privatization is a reality check on the quality and costs of public services. In the 1990s, the public has to learn that government must function within its means, which means not only eliminating unnecessary or unaffordable services, but also finding more efficient ways of providing them.

Privatization: defacing the community
Article Abstract:
Privatization has not lived up to claims made that it would deliver quality government services with less money and that the enhanced competition would result in greater efficiency. On the contrary, the contracting out of government services subverts salary and benefit standards for all employees, leads to a declining quality of services, discriminatory practices, rising costs because of the hidden costs such as contract provision, administration, and continuing worker training, corruption in the letting of contracts and influence peddling.
