Lone star state legislators prepare to apply the brakes on the so-called baby train
Article Abstract:
Texas has more licensed adoption agencies than either California or New York and the number of newborns placed with out-of-state parents has doubled in the last five years. Texas laws allow parental rights to be easily relinquished irrevocably. In addition, the birth mother may be given fairly unrestricted financial support. The ease with which babies may be adopted in Texas has led to its being labelled a 'baby train.' A public hearing is scheduled for Aug 18, 1992 by the state Health and Human Services committee on all aspects of the adoption process.

EU court action may help U.S. companies
Article Abstract:
The European Court of Justice ruled in Mar 1996 that the British and German governments must compensate parties who suffered loss from British and German acts in contravention of European Union law. In order to recover under this ruling, plaintiffs must fulfil certain strict conditions and the ruling does not magically open up the European market for US corporations.
