Long distance services theft: who pays?
Article Abstract:
The PBX toll fraud problem shows no signs of abating, and many complaints on the issue are currently before the FCC. In Chartways Technologies Inc v AT & T Chartways was held liable for the costs of unauthorized calls by the FCC's Common Carrier Bureau, but the FCC may reverse this decision on appeal due to political realities and added information about the magnitude of toll fraud. Pacific Mutual Life Insurance Co filed a petition with the FCC on Jan 30, 1991 asking that responsibility for unauthorized calls be divided among all involved parties and that a cap be imposed on the customer's liability.

Cable TV rules to promote competition
Article Abstract:
The FCC released new rules on video program access on Apr 30, 1993 which will result in profound change in the cable television industry. The rules make it much easier for alternative distributors of video programming and for independent cable operators to obtain access to popular programs, which will make them a very real competitive threat to the cable industry. The rules implement part of the Cable Television Consumer Protection and Competition Act of 1992 which resulted from congressional concern that the industry was growing vertically concentrated.

It's campaign season: the FCC will be wary
Article Abstract:
The Federal Communications Commission's (FCC) personal attack rules need clarification. The commission stipulates that such an attack must be made during the airing of a controversial topic of public interest, but their standards for what constitutes a personal attack are vague. The personal attack rules may discourage call-in shows, as a station is also liable for personal attacks made by a person with no connection to the station.
