Mexican Bar restricted despite free trade pact
Article Abstract:
The North American Free Trade Agreement (NAFTA) will make it easier for foreign law firms to establish branches in Mexico, but Mexico does not recognize US lawyers' licenses so free trade in this area is not yet total. NAFTA hopes to ameliorate this situation by suggesting professional competency as a basis for licensing rather than education or nationality, and two years after the agreement takes effect, this will no longer be just a suggestion for member countries, but a requirement.

Lawyers seek to gain from privatization law
Article Abstract:
The Intermodal Service Transportation Efficiency Act of 1991 will make it possible for state and local governments to use federal funds for private road construction which should entail significant legal work. Many major law firms are predicting that privatization law will become a major new field as questions of funding formulas and contract letting become entangled. Other legal issues are environmental impact and tax liability for contracted out projects.

Few privatizations in the East Bloc go very quickly
Article Abstract:
Different legal and economic practices make privatization consulting in Eastern Europe difficult for U.S. attorneys called upon to assist state companies going private. Problems include lack of clear title, ill-defined assets, different record-keeping practices and yet-to-be-written laws. U.S. firms claim to be profitable in their current Eastern European ventures and expect more work as the new states build more significant bodies of law.
