Agriculture relief legislation in 1998: the bell tolls for reform
Article Abstract:
The implementation of the Federal Agricultural Improvement and Reform (FAIR) Act of 1996 introduced reforms to the main commodity price support programs but what specific policies will take over it after the Act expires in 2002 is not very clear. Subsidy programs have been perceived as ineffective and wasteful, particularly the provision on acreage idling. Thus, future reform efforts would probably focus on a combination of income protection and crop insurance.
