Moving forward on the development of minimum humanitarian standards
Article Abstract:
The UN Secretary-General submitted a report on minimum humanitarian standards at the Mar-Apr 1998 session of the UN Commission on Human Rights. Such standards have become important to protect human rights within areas of internal conflict, and ensure states remain accountable. Plans to continue work on the proposal may be frustrated by inevitable disagreements among countries. The UN places high priority on the matter, however, because internal conflicts are among the greatest threats to human rights.

Jamaica withdraws the right of individual petition under the International Covenant on Civil and Political Rights
Article Abstract:
Jamaica weakened international efforts to ensure human rights and the rights of its death row prisoners by denouncing in Oct 1997 the Optional Protocol to the International Covenant on Civil and Political Rights. A denunciation forfeits the state's right to individual petition to the UN Human Rights Committee. Other Caribbean countries may imitate Jamaica. Jamaica's action is viewed as a protest against UN policies against the death penalty.
