New regulation helps small business
Article Abstract:
The SEC's revised rules for Regulation A were adopted on Aug 13, 1992 and should result in a Regulation A exemption for small businesses which is less expensive to implement. Small businesses will benefit from the higher dollar limits for Regulation A offerings which better reflect their financial needs. These businesses will be more likely to make Regulation A filings in view of the simpler offering documents and the revised rules' low transaction costs make it easier to raise capital.

Article Abstract:
The SEC has changed its procedural rules for the first time in 20 years. The goal of the two-year project, directed by Commissioner Mary L. Shapiro, was to diminish long delays in issuing decisions. The task force reviewed over 3,000 SEC cases decided between 1982 and 1992 before issuing the proposed rules, which should be released for public comment within 30 days.
