Health and Safety Executive Director-General Jenny Bacon slammed unnecessary "regulation by accident" during an Oct 1996 safety seminar. She cited a plan to license outdoor youth activity centers as an example of muddled thinking on safety policy. She also discussed problem areas associated with permissioning systems, deregulation, public risk perception, labor market changes such as increased subcontracting, the increase in the number of small businesses, and the pressure for rushed compensation and prosecution in lieu of proper prevention initiatives.

All the right noises, but will new safety Minister Meacher make a difference?
Article Abstract:
The Labor Party's policy on workplace safety remains unclear, although significant changes from the previous government are not expected to take place. A shift in mood on workplace safety issues is more likely, with Labor attempting to integrate safety issues with other policies. Michael Meacher, the incoming Minister of the Environment who will handle workplace safety issues, had criticized the previous government's policies but does not appear to have any groundbreaking initiatives planned.
