New safety consultation rights for non-unionised workplaces
Article Abstract:
UK restrictions on health and safety participation and consultation rights for nonunion workers will be changed under regulations to be considered in 1996. The European Community Framework Directive requiring health and safety consultation rights for all workers, coupled with a decline in union membership and the establishment of an offshore safety representatives regime, necessitates extending such rights to employees in nonunion workplaces. The Safety Representatives and Safety Committees Regulations 1977 covering unionized workplaces will be unchanged.

Electricity at work and the law - a live issue
Article Abstract:
The directives issued by the Health and Safety Executive (HSE) about the ease with which low-risk premises can meet the requirements of the Electricity at Work Regulations 1989 are inconsistent with previous guidance. There is controversy over HSE's instructions about safe use of portable and transportable electrical equipment. The HSE is emphasizing visual inspection and has issued a video on the best way to conduct a formal visual inspection. The guidance also provides recommendations for the best way to plan and conduct electrical work.

Article Abstract:
The United Kingdom's Workplace (Health, Safety and Welfare) Regulations 1992, which is an implementation of the EEC workplace Directive adopted in 1989, is likely to run into practical difficulties because it is not specific enough. Earlier regulation clarified matters such as comfortable temperature and exceptions to the rule for inspectors. Buildings built before 1993 will have to comply with this law by Jan 1, 1996, and this may prove to be very expensive and impractical in some cases.
