Team performance bonuses at the Benefits Agency

The Benefits Agency, which is a part of the Department of Social Security and the largest civil service executive agency, has introduced a bonus system based on contribution to team performance. The scheme has been introduced on an experimental basis and if it proves effective it will be part of future pay negotiations. Centrally determined criteria will be applied at local levels and the emphasis will be on effective team performance. The bonus will be given as unconsolidated, non-pensionable cash payments to either individuals or teams.

Agency awards worth 2.5% to 3%

Pay settlements for UK civil service workers averaged 2.5% to 3% during 1995, the second year under the revised system of delegated bargaining arrangements and devolved pay bargaining. New grading structures were introduced in five civil service agencies, including Contributions Agency and HMSO. As part of the delegated bargaining changes, agencies have moved from horizontal to vertical grading structures, consolidated review dates, and developed merit pay systems.

Delegated deals between 2% and 3.5%
Article Abstract:
UK Civil Service pay awards in 1996 ranged between 2% and 3.5%, in the first year of decentralized or delegated salary negotiations. Most of these deals were based on merit pay. The Benefits Agency's deal called for a 2.5% increase, while the Employment Service increase was for 3.4% overall. The 1996 pay deals at the Ministry of Defense, Treasury, Intervention Board, Dept of Environment, and Customs and Excise are also surveyed and discussed.
