No teen wheels on tobacco road; life's a drag in states where youths caught puffing lose driver's licenses

Article Abstract:

About six states have enacted laws that withdraw drivers' licenses from teenagers caught smoking or with tobacco products in their possession. Florida and Utah courts have gone one step further by setting up special courts which attempt to blend education on tobacco use with the threat of drivers' license revocation. Most courts have overwhelmingly affirmed suspensions in alcohol and drug cases, holding that driving is not a right but a privilege and that suspensions are related to highway safety.

Carrying progress forward; Anderson will confront lingering issues with new ideas as ABA president

Article Abstract:

Philip S Anderson, the 1998-99 ABA president, will face many of the same issues as his predecessors, such as judicial independence and professional independence for lawyers, equality within the profession and immigrant rights that have occupied predecessors. Anderson feels the role of a great bar association is debating the important issues of the time. He will serve a one-year term ending at the close of 1999.
