On misusing "revolution" and "reform": procedural due process and the new welfare act
Article Abstract:
The 1996 Welfare Reform Act's threat to due process rights has not been addressed by courts or society. Citizens have a right to welfare under the Social Security Act of 1935. The law of due process protects citizens' rights in relationship to the state and should not be revoked by pragmatic politics. If due process law is to be changed, constitutional law must be changed. But even constitutional law cannot guarantee the ability of political leaders to protect the rights of citizens.

Congressional oversight of the Clinton Administration and congressional procedure
Article Abstract:
Congressional oversight of agency action has been, in the fifty years since the passage of the Administrative Procedure Act, the most fundamentally important aspect of government. Although no codified procedures control the application of this oversight, the processes of Congress instill an order on oversight acts. Overall, no other judicial, administrative or congressional process can match the flexibility and responsiveness of congressional oversight.
