Paint-by-numbers tax lawmaking
Article Abstract:
The materials made available by staff to lawmakers when considering changes in the tax law should focus on qualitative and more individualized profiles of the distributional effects of a tax law change. Current practices focus on distributive tables that provide limited and potentially misleading information. The focus on revenue creation and revenue loss is also not the proper way to develop tax policies that promote distributive justice and the public perception that US tax policies are fair.
