Expanding the purpose of federal records access: new private entitlement or new threat to privacy?
Article Abstract:
The Electronic Freedom of Information Act Amendments of 1996 ended nearly all restrictions on requesting and receiving information from federal agencies under the Freedom of Information Act. The Amendments allowed private persons to request from federal agencies information arising not only from the operation of government but also the activities of private persons and without regard to the requesters' motives or purposes. The trend has become that requests for information were made with corporate or private espionage in mind.

The administrative law agenda for the next decade
Article Abstract:
The debate on how to improve the federal administrative process will revolve around several issues since the passage of the Small Business Regulatory Enforcement Fairness Act of 1996. These issues include decreased funding, agency goals, enforcement, reform and information technologies. The federal government should initiate a center for research and scholarship for administrative law issues.
