Looking back at existing rules: agency perspectives on analysis requirements
Article Abstract:
The Clinton administration supports periodic review of regulations as a component of regulatory reform, but it questions the wisdom of sunset provisions that can extinguish regulations regardless of merit. Administrative agencies are also supportive of efforts to review existing regulations, but they are aware that such review requires resources if it is to be thorough and informed. The review processes should not impair an agency's ability to perform other critical tasks.

Through the looking glass: a perspective on regulatory reform at the Federal Trade Commission
Article Abstract:
Reform measures taken by the FTC beginning in the 1990s have encompassed a substantial reform of rules and an increased focus on international issues. Enforcement measures have seen increased use of the judiciary and partnerships with federal and state agencies. The FTC uses unusual measures to increase self-regulation and it further protects consumers with nonregulatory methods such as publicizing problems and consumer education.

Non-judicial checks on agency actions
Article Abstract:
The INS should further its implementation of a customer service approach because it is an efficient check on the agency's policy decisions. The most effective non-judicial check on the agency's conduct has been congressional oversight. Other checks on the agency are public opinion, advocacy groups and executive branch action.
