Stop the world, we want our own labels: treaties, state voter initiative laws, and federal pre-emption
Article Abstract:
State laws, including those passed by voter initiatives, should be pre-empted by federal treaty-making powers when there is a conflict with international treaties. California's Proposition 65, for example, sets requirements for product warning labels that could be challenged under the General Agreement on Tariffs and Trade, which is likely to become a test case before the World Trade Organization. The case could have far-reaching effects on government regulation, federalism and international trade.

Why mobile homeowners want landlords to hit the road
Article Abstract:
Most mobile homeowners are tenants who rent the parking space for their mobile home from the landlord who owns the mobile home park, and these landlords often take advantage of tenants. Many landlords take advantage of the lack of regulation of mobile home parks and charge high rents while providing little maintenance. The rural Southern and Western states where mobile homes predominate often have the least regulation.
