When speech is heard around the world: Internet content regulation in the United States and Germany
Article Abstract:
Germany and the US each confront the problem of regulating Internet content without violating free speech standards. In Germany, the focus is on controlling online extremist political rhetoric, while controlling access to pornographic websites is the chief American concern. For both countries and elsewhere, a market-oriented regulatory system that uses ratings systems and screening software is the best strategy for avoiding other, more extreme forms of regulation.

Banking on TDRs: the government's role as banker of transferable development rights
Article Abstract:
Local government banks used as middlemen for the sale or exchange of transferable development rights (TDRs) are useful and legitimate vehicles which support government land planning. Governments issue TDRs to regulate time, type, and place of development rather than purchasing or placing development restrictions on land. Careful legislative reform efforts should help to encourage proper and efficient use of TDR banks.
