Storm over Niagara: a catalyst in reshaping government in the United States and Canada during the Progressive Era
Article Abstract:
Niagara Falls at the outset of the 20th century provided the setting for an intense battle over water use and conservation. People in the US and Ontario discussed who should control the development of the utilitarian and tourism potential of the Falls. Increased government involvement carried the day with the 1906 passage of the US Burton Act and an Ontario law mandating a Hydro-Electric Power Commission (HEPC). The HEPC was watched with great interest in the US, and in 1931 the Power Authority of the State of New York was launched.

Community-based wildlife management in Africa: a critical assessment of the literature
Article Abstract:
The use of community-based wildlife management in Africa as an alternative to the existing protectionist approach is discussed. Topics include the rationale for community-based management, the role of state wildlife authorities, and need to provide improved economic well-being to affected human communities.
