Subnational governance and the International Joint Commission: local management of United States and Canadian boundary waters
Article Abstract:
Local governments should have greater power to resolve problems of water management on the Canadian-US border to complement the efforts of the International Joint Commission. Greater international access is needed between local authorities and conflicts should be resolved using methods of the Remedial Action Plan. To aid the local governments, the Commission should have a fact-finding review board for ecosystems with local authority input and a system for national responses.

The causes behind the decline in numbers of the Atlantic bluefin tuna are examined in light of Garrett Hardin's 'the tragedy of the commons' framework. The failure of the international community to adequately protect the fish is analyzed.
