New state laws seek to slice commercial spam; California, Nevada, Washington have passed statutes to control and penalize unsolicited e-mail
Article Abstract:
The California laws to control unsolicited became law in 1998 and provide for civil and criminal penalties for the improper sending of commercial e-mail to a Californian through a computer located in that state. California has long been considered a leader in legal trends and has taken a tough approach to online marketing. Nevada and Washington have also enacted laws regulating commercial e-mail and even the federal government has considered several bills, although none have been enacted. The strongest is HR 1748, the Netizen's Protection Act.

In Chile, environmental law awaits regulations; but until new regs are enacted, the statute itself renders much guidance for foreign investors
Article Abstract:
The Chilean General Controller's Office on Oct 9, 1996, rejected Decree 100 of 1996, Regulations for the Environmental Impact Evaluation System, throwing investors' plans into disarray. The detailed text of Law No 19.300, enacted March 1, 1994, provides considerable guidance on the types of projects likely to be affected and the procedures that will be required. These include environmental impact declarations and environmental impact studies, which are not yet required by regulation but may nonetheless be submitted voluntarily.
