Syringe-exchange programs in the United States: where are we now?
Article Abstract:
The number of syringe-exchange programs (SEPs) in the US has increased from 33 in 1993 to 68 in 1995. The exchange of syringes has increased from 2.4 million in 1992 to 8 million in 1995. Most of the SEPs are multi-service organizations also providing latex condoms, HIV counselling and testing, tuberculosis testing and therapy, and primary healthcare services. They are also involved in special outreach efforts to targeted populations. The legal status of SEPs is related to the services it delivers, adequate supplies of syringes and links with drug-treatment programs.

Why the U.S. needs a national policy on condoms
Article Abstract:
Most HIV infections in the US are caused by shared needles or sexual exposure. Studies show that the availability of sterile needles is the best way to reduce the incidence of HIV among drug-users, but similar accessibility of condoms as a way to reduce unprotected sex has failed to receive corresponding attention. The availability of condoms is among the key elements cited by the Global Program on AIDS to prevent sexually-transmitted diseases, such as HIV. The US needs a national plan to ensure that condoms are easily accessible to people at the greatest risk.

The use of condoms in the presence of HIV risk: the role of economic and epidemiological variables
Article Abstract:
Condom use during sexual intercourse reduces transmission of HIV. Individual characteristics and sexual practice of people are factors that significantly affect positive gross benefits of condom use. Physical stress during intercourse can cause condoms to break, making them a poor barrier to HIV infection.
