The U.S. role during and after Hong Kong's transition
Article Abstract:
The US has not been actively involved in the transition planning that followed the Sino-British Joint Declaration, but US policy toward both Hong Kong and China can influence significantly the prospects for continued economic and political freedoms in Hong Kong. The passive stance taken by the US can be attributed to deference to the UK and tensions created by the Tiananmen Square incident. The US has become more actively involved since 1992, with the passage of the United States-Hong Kong Policy Act and the negotiation of various bilateral agreements with Hong Kong.

Article Abstract:
Investment in Russia since the demise of the Soviet Union frequently suffers from misplaced emphasis and lack of attention to legal and technical infrastructure. Russian development banks should receive more attention as they have a large share of the remaining bureaucratic expertise needed, while export credit and multilateral organizations often receive more money than they can use and political pressure to use it quickly. Awkward tax structures and laws derived from incompatible sources also burden the nation.

Beware of bullish brokers
Article Abstract:
Stock investors must be aware of how widespread stockbroker misconduct is and be careful when investing, not attributing losses on their accounts to bad luck. State and federal governments must be more ready to seek criminal violations for criminal acts. The SEC should try to get the National Ass'n of Securities Dealers out of the arbitration business. Its arbitration of consumer complaints against brokers is too often hobbled by a system which too often tolerates industry abuses.
