The arbitration of human rights complaints: the New York experience
Article Abstract:
New York has been using voluntary arbitration in cases involving civil rights violations for several years. Prior to 1989 legislation, the New York State Division of Human Rights was empowered to receive and investigate complaints. Because of their backlog, six to seven thousand complaints a year, 93% of which were employment discrimination complaints, the New York legislature created the Human Rights Arbitration Advisory Committee to aid the human rights division in developing rules and procedures for the arbitration process. As of Dec 1992, however, the new committee has been unable to find funding.

The 1992-1993 annual report of the American Arbitration Association (AAA) is given. The president's message tells of an increasing advocacy of dispute resolution as an alternative to the courthouse. Other sections include legal developments, statistics on AAA mediations, the AAA's educational goals, new officers, board members, and a list of AAA regional offices and their addresses.
