The enforcement of Security Council Resolution 687: the threat of force against Iraq's weapons of mass destruction

Article Abstract:

The US is justified in using military force against Iraq to enforce UN Security Council Resolution 687, which requires Iraq to surrender all weapons of mass destruction. The 1991 cease-fire ending the Persian Gulf War was conditioned on Iraq's agreement to surrender weapons. If Iraq fails to comply, the cease-fire is technically suspended. Also, multilateral diplomacy under the auspices of the UN may ultimately depend on unilateral force.
