The environmental transition to air quality
Article Abstract:
The common belief and justification for the federalization of environmental regulation is that the states have been slow in acting against pollutants before the federal government enacted the Clean Air Act Amendments of 1970. However, an analysis of trends in air quality goes against this view. Improvement in air quality before federalization was moving at a rapid pace. The early stages of economic and technological development contributed to air pollution. However, upon realization of the detrimental effects of the pollutants, advanced technology were applied for pollution control.

Inadequate Superfund reform
Article Abstract:
The Superfund project, which was created in 1980 to clean up toxic waste dumps, is inefficient and is in dire need of restructuring. The program extends its liability retroactive for events that happened before the legislation that introduced the program was passed. Aside from a strict liability, Superfund standards have unmanageable coverage. Reform efforts, which are focused on eliminating Superfund's basic flaws, includes special breaks such as liabilities exemption for some interest groups.

Wages, water, and stagnation
Article Abstract:
Statistical support on the effects of pollution-control expenditures to the declining growth of the manufacturing industry since 1973 is presented. Statistical reports prepared via regression analysis of data provided by the Office of Technology Assessment reveal a 17% reduction in productivity over the nineteen-year period from 1973 to 1992 largely due to an Environmental Protection Agency's pollution control compliance program.
