Article Abstract:
Communities of people are finding themselves in adversarial situations with their governments and industry when man-made ecological disasters occur. Prevention of this situation must occur at the fundamental level, with the realization of the inadequacy of purely technological remedies, turning away from traditional belief in technological reliability and an increase in community based action.
