U.S. bill would weaken WTO dispute process; requiring a judicial review of adverse decisions by the WTO might delay a U.S. response

Article Abstract:

A bill backed by US senators Robert Dole and Robert Byrd would increase the already extensive provisions in the Uruguay Round Agreements Act (URAA) concerning World Trade Org dispute settlements as they affect US laws and regulations. Congressional skeptics of binding multilateral trade rules insisted that the URAA, the US legislation implementing the WTO agreement, contain detailed procedures to ensure US sovereignty was not infringed. Those mechanisms, and the dispute resolution mechanism in general, are explored.

Article Abstract:

The debate over whether copyright law should be revised in the Internet era turns on the issue of price. In the pre-Internet days, each public performance of a song entitled the song-writer to a royalty. The problem with the Internet is the easy accessibility of performances. Soon it will be possible to hear any American Society of Composers, Authors, and Publishers song by touching a button. The forces of competition have to be left free to work.
