Worker consultation: different mechanisms, different duties
Article Abstract:
The UK Health and Safety Council's proposals requiring UK employers to conduct worker consultations on health and safety issues add to, but do not improve upon, the Safety Representatives and Safety Committees (SCRC) Regulations 1977. In contrast to the Offshore Installations Regulations 1989, the proposed regulations do not require safety committees to be established, mandate safety inspections, or allow employees to inspect health and safety documents. The proposals were written to comply with the 1989 EC Framework Directive.

The state of play: courts get tough as HSE faces crisis
Article Abstract:
A table provides a comprehensive look at the state of occupational health and safety legislation and enforcement in the UK during 1996. Areas covered include deregulation, construction, fire prevention, hazardous substances, offshore work, radiological protection, railroads, and the self-employed. A huge occupational safety initiative was launched by the Health and Safety Executive, complementing a flurry of new safety legislation and the imposition of jail sentences on four safety violators.
