Ban on sale of sexually explicit materials on military bases upheld
Article Abstract:
The US 2d Circuit Court of Appeals upheld in General Media Communications, Inc. v. Cohen the Military Honor and Decency Act. The Act, which prohibits the sale of sexually oriented magazines and video tapes on military bases, was challenged by General Media Communications. The Court ruled that stores on military bases were not public forums protected by the First Amendment and the government had a legitimate interest in restricting materials to military personnel.

Computer encryption programs are protected expression
Article Abstract:
The US Court of Appeals for the 9th Circuit ruled in Bernstein v. Department of Justice that data encryption constituted protected expression and that government regulations suppressing it were unconstitutional prior restraint. Any such regulations must restrain speech for only a specified brief period, the court ruled, and must provide for speedy judicial appeal in which the censor must have evidence of the need for suppression.
